Do you own a place in Palermo and you're weighing whether to put it on Airbnb or Vrbo? Well, the good news is that Sicily's capital still wants you in the market. There's no licence cap here, no lottery, no historic-centre ban, and back in August 2024 the city's tourism assessor went on the record to say that no stop to short-term letting licences was being considered. Set that next to Venice or Florence and you can see how unusual Palermo's position has become.
The catch sits above the city rather than inside it. Sicily replaced its entire accommodation statute in February 2025, and then Italy's 2026 budget law halved the number of apartments you're allowed to run under the cheap flat tax, cutting it from four down to two. So the rules deciding whether your Palermo flat stays a side income or turns into a registered business with a VAT number are regional and national, and both of them moved within the last eighteen months.
So let's walk through what it takes to do this properly in the Comune di Palermo, in Sicily, Italy: the notice you file, the codes you have to display, the safety kit the law now expects, the three separate layers of tax, how hard any of it gets enforced, and who to call when something jams. Every figure below comes from an Italian, Sicilian or Palermo municipal source, checked in July 2026, and where a document wouldn't open for me I've said so rather than guessed.
What are Short-Term Rental (Airbnb, VRBO) Regulations in Palermo, Italy?
Those sources sit at three different levels of government, and that's the first thing to get straight. Three layers of law stack up on a Palermo apartment, and once you pull them apart most of the confusion goes away.
The national layer came first and it's the one with teeth. Article 13-ter of Decree-Law 145/2023, converted by Law 191/2023, created the CIN, the Codice Identificativo Nazionale, which the Ministry of Tourism issues through the Banca Dati Strutture Ricettive. Every short-term let in Italy needs one, and the code has to appear outside the building and in every single advert.
Alongside it sit the tax rules for locazioni brevi in article 4 of Decree-Law 50/2017, and the police reporting duty in article 109 of the TULPS, which is Italy's public security code and dates back to 1931.
The regional layer is newer and, for Sicily, it's the big one. Legge Regionale 25 febbraio 2025, n. 6 swept away the 1996 framework and rebuilt the whole classification. Article 3 lists dimore destinate in tutto o in parte a locazioni turistiche as its own statutory category, and article 35 defines a tourist letting as a rental of a residential unit for 30 consecutive days or fewer with the same client.
That same article draws the line that matters most. The activity counts as non-entrepreneurial "solo se è svolta dallo stesso gestore in non più di quattro unità immobiliari", so four units is the regional ceiling before Sicily calls you a business.
Palermo itself handles the third layer, and it's mostly about money. The city's tourist tax regulation was approved by Council deliberation n. 73 of 9 April 2014 and the rates have been reset since, most recently with effect from 1 July 2025. Beyond that, Palermo doesn't run its own permit scheme for tourist lets. There's no zoning overlay banning them from the centro storico, and no annual night cap of the kind Amsterdam or London use.
What Palermo does add is a presentation rule, which is easy to miss. In January 2025 the tourism assessor, with the Soprintendenza's blessing, wrote to operators setting out exactly how the CIN plate has to look. Inside the historic centre and on monumental buildings it must be burnished satin brass, 20 by 10 centimetres, with the structure's name and the CIN engraved and filled with black enamel; outside the centre, plastic or glass is fine at the same size.
That directive reached me only through press coverage of the assessor's letter. I couldn't find it published as an ordinance anywhere on the city's own site, so treat the specification as departmental guidance rather than a numbered municipal act.
Starting a Short-Term Rental Business in Palermo
Since nobody is going to stop you at the door, the thing to settle early is which side of the entrepreneurial line your plan lands on, because the two sides carry completely different paperwork.
Here's where 2026 gets awkward. Sicily says four units, while Italy's tax code now says two. The Agenzia delle Entrate's April 2026 guide to locazioni brevi states it plainly: from 2026 the short-let tax regime "può essere applicato solo in caso di destinazione alla locazione breve di non più di due appartamenti per ciascun periodo d'imposta", where the limit through 31 December 2025 was four. Past two apartments, the letting "si presume svolta in forma imprenditoriale", whoever is doing it. That change came from article 1, comma 17 of Law 199/2025, the 2026 budget law.
Work it through and three practical bands appear.
- One or two apartments. You're a private landlord on both counts. No SCIA, no VAT number, no liability policy required, and the flat-tax option stays open to you.
- Three or four apartments. Sicily still treats you as non-entrepreneurial under article 35, so you're not filing a SCIA. The tax authority does not agree, though, and presumes a business, which means a partita IVA and ordinary taxation instead of the flat rate. Plenty of hosts with a third flat haven't noticed this yet.
- Five or more, or hotel-style services. You're running an accommodation business. That pulls you into article 9 of the regional law, which requires a SCIA filed with the comune's SUAP, and into the obligations that come with it, including the civil liability policy under article 14 and the price table under article 13. Serve breakfast or provide a rental car and you cross that line even with one unit, because the Agenzia delle Entrate treats extra services as business activity.
Do check which band you're in before you buy anything, because the second one is where people get hurt. Two flats let quietly under the flat tax is a simple business in Palermo. A third flat changes your tax status without changing your regional status, and nobody sends you a letter about it. So price that third unit in BNBCalc with a VAT number and ordinary income tax in the model, not with the 21% you've been used to.
Short-Term Rental Licensing Requirement in Palermo
Assuming you're staying inside that first band, the word "licence" overstates what's involved, because Sicily deliberately kept private tourist lets out of the SCIA regime. Article 9 of the regional law requires a SCIA for accommodation businesses and then exempts non-entrepreneurial tourist lettings by name.
What replaces it is a notice. Under article 35, comma 5 you file a comunicazione di inizio attività with the SUAP of the comune where the property sits, which then forwards it to the regional tourism department. Palermo takes that filing through its own Area SUAP, Sviluppo Economico, Mercati e Lavoro, online via impresainungiorno.gov.it.
The notice itself has to carry a model of the hospitality offer, the address, and the capacity of the unit or the part of it being let. It also names the owner, or whoever manages the letting if that's somebody else, and it ends with a declaration that you comply with article 13-ter, comma 7 of Decree-Law 145/2023. That last clause is the safety-equipment one, so read it before you sign.
Then there are the codes, and you need both of them. The CIN is national, free, and requested on the BDSR portal with SPID or CIE credentials. Sicilian properties have been able to obtain one since 10 July 2024, when the region joined the database. The Ministry's own FAQ sets the timing: request it within 30 days of receiving your regional code, at start-up where no regional code applies, or within 10 days of the regional deadline lapsing.
The CIR, Sicily's own regional code, comes through the region's tourist flow system instead. The Assessorato introduced it in 2022 to fight unlicensed hospitality, and it has to appear in your adverts and listings alongside the CIN.
Registration on the region's Osservatorio Turistico portal is the third account you'll open, and it's the one you'll use daily. Article 12 of the regional law makes you record every guest's arrival and departure through turist@t, and comma 3 says the transmission is compulsory even when nothing moved. A quiet week still needs a filing.
Palermo adds a fourth account of its own. Before your first guest, the city requires you to request credentials and register the unit on its tourist tax portal, which is how the quarterly returns get filed later. None of these four registrations costs anything. What they cost is attention, since each one has its own deadline and its own penalty.
Required Documents for Palermo Short-Term Rentals
Since all four of those accounts want the same underlying evidence, it's worth getting the property file assembled once and keeping it together.
Article 35, comma 4 of the regional law sets the property side of the list, and it's specific:
- Cadastral registration. The unit has to be properly entered in the catasto dei fabbricati.
- An APE, the energy performance certificate, in date.
- A professional declaration of conformity for the installations, meaning the electrical and gas systems signed off by a qualified installer.
- The ordinary hygiene, health and building requirements that apply to any dwelling used as a home, which is where habitability certificates come in.
On top of the property file, the national safety kit is now a hard requirement rather than good practice. The Ministry's FAQ requires working detectors for combustible gas and carbon monoxide, plus a fire extinguisher rated at least 13A with a charge of not less than 6 kg or 6 litres, at a minimum of one per 200 square metres and one per floor. Skipping any of it draws a fine of €600 to €6,000, so this is not the place to economise.
For the filing itself you'll want your SPID or CIE digital identity, your codice fiscale, the property's cadastral data, and proof of your title to let it. That last one means ownership, usufruct, or a lease or loan agreement that permits subletting. You'll also declare the capacity and list the platforms you'll advertise on.
Keep in mind that the Agenzia delle Entrate now requires your CIN inside the data your booking platform transmits, so a mismatch between what you told the SUAP and what you told Airbnb surfaces automatically.
Palermo Short-Term Rental Taxes
Assuming you get through all of that and are able to take a first booking, there's still tax to sort out, and three separate charges can attach to one night in Palermo.

The tourist tax is the one with the most moving parts. Palermo's tourist tax portal shows the rates in force since 1 July 2025, approved by City Council deliberation n. 34: hotels pay €3.00 a night at one star rising to €5.00 at five stars and luxury, while non-hotel structures and short-term rentals sit at a flat €4.00 per person per night. The charge stops after four consecutive nights, so a family of four staying a week owes €64 rather than €112.
The city's instruction sheet for short lets sets out what you owe and when. You tell guests about the tax and collect it against a receipt during their stay. You then report the taxable and exempt nights within 15 days of the end of each calendar quarter, and remit the money on the same clock, so the deadlines land on 15 April, 15 July, 15 October and 15 January.
Payment goes through pagoPA or F24, using section EL, entity code G273 and tax code 3936. A cumulative annual declaration follows by 30 June of the following year, and you keep the documentation for five years. Don't forget the quarterly filing in a quarter with no guests at all, because the sheet is explicit that a return left unsent counts as an omitted communication.
One quirk works in your favour. Article 11 of Palermo's regulation lets the operator keep 10% of the tourist tax collected, against a non-fiscal receipt issued to the city. It's small, though it's real money on a busy summer.
Airbnb has collected Palermo's tourist tax on platform bookings under an agreement with the city running from 1 April 2018, which is a genuine simplification if every booking arrives through Airbnb. Direct bookings and other platforms are still yours to handle, and the legal responsibility for the declaration never leaves you. Reconcile the platform's remittance against your own quarterly figures before you file, rather than after.
Income tax is the second layer, and it's where the flat rate lives. The standard cedolare secca on short lets has been 26% since 1 January 2024 under Law 213/2023, dropping to 21% for the income from one unit of your choosing per tax year, which you nominate in that year's return. It replaces IRPEF, the regional and municipal surcharges, and registration and stamp duty on any contract you choose to register. The rate applies to the whole amount in the contract with no 5% deduction, and cleaning fees and linen charges are inside the base.
The third layer is a withholding rather than a tax of its own. Any intermediary that handles the money takes a 21% ritenuta d'acconto off your payout and pays it over by F24 by the 16th of the following month. It's an advance, so you settle the difference in your return.
Airbnb applies it to non-professional hosts in Italy from January 2024 and reports the withheld amounts to the Agenzia delle Entrate by 31 October each year. Platforms must also transmit your contract data, including the CIN, by 30 June of the following year, and an omitted or incomplete transmission costs them €250 to €2,000.

Italy Wide Short-Term Rental Rules
Those tax rules are national, and so is most of what surrounds them, which is why a Palermo host and a Turin host share more obligations than either shares with a hotel down the street.
The CIN carries the heaviest penalties in the system. Going by the Ministry's FAQ, operating without one costs €800 to €8,000, failing to display it outside the building or to include it in an advert costs €500 to €5,000 per unit and gets the listing pulled immediately, and running an entrepreneurial structure without the SCIA runs €2,000 to €10,000. Sicily then layers its own sanction on top: article 38, comma 5 of the regional law adds €500 to €2,500 for a CIN that isn't visible outside the property.
Guest reporting is the obligation people underestimate, because it never stops. The Polizia di Stato's Alloggiati Web service requires every guest's identity data to reach the Questura within 24 hours of arrival, and on arrival itself for a stay shorter than 24 hours, under article 109 of the TULPS and the ministerial decree of 7 January 2013. Article 12, comma 4 of the Sicilian law repeats the duty in case anyone missed it. That's two separate daily transmissions, one to the police for security and one to turist@t for statistics, and neither substitutes for the other.
Then there's the self check-in question, which has swung twice and now sits against hosts. The Ministry of the Interior's circular of 18 November 2024 required de visu identification, meaning someone checks the guest's face against the document. TAR Lazio annulled that circular in May 2025, and hosts across Italy went back to key boxes.
On 21 November 2025 the Consiglio di Stato reversed the TAR and restored the circular, holding that a manager must both transmit the document and verify in person that the person standing there matches it. Palermo's tourism department had already told operators to pull their key boxes off buildings and public land in January 2025, so the city was ahead of the ruling. Be aware that this is the biggest operational cost in the Italian model right now, since it means somebody physically meets every arrival.
Does Palermo Strictly Enforce STR Rules?
Meeting every guest at the door is expensive, so the honest question is how much of this actually gets checked. Enforcement in Palermo runs through data rather than door-knocking, and that makes it harder to ignore than a city with inspectors and a complaints line.
Consider what's already visible about you without anyone visiting. Your platform withholds 21% and reports it to the Agenzia delle Entrate. Your CIN sits in a national database and inside the contract data the platform transmits. Your arrivals go to the Questura daily and to turist@t daily. Your tourist tax return lands with the Comune quarterly. Cross-referencing those four streams is a query, not an investigation. The Guardia di Finanza built its 2026 operational plan for short-term rentals around exactly that, matching tax records against CIN data and platform intermediation records through its risk analysis unit.
Sicily also handed itself a new lever in 2026. Article 7 of Legge Regionale 27 maggio 2026, n. 12 directs the regional tourism department to suspend the CIN of accommodation structures that fail to file the declaration required under article 5 of the 2025 law, within 60 days of that law's publication in the regional gazette on 5 June 2026. Suspending a CIN is a sharper instrument than a fine, since a listing without a valid code cannot legally advertise.
The daily filings carry their own graduated schedule under article 38. Omitting or garbling the statistical communication runs €250 to €2,500, and missing the daily transmission more than three times in a calendar year draws €100 to €600 for each omission, with comma 3 extending that same penalty to private tourist lets. Repeat any of it within two years and the amounts double.
That said, Sicily doesn't always get its way. The region's implementing decree, D.A. 2104/2025, tried to impose hotel-grade minimum standards on every extra-hotel property, and the Federazione Associazioni Ricettività Extralberghiera took it to court. On 4 May 2026 the TAR in Palermo annulled twelve of its provisions, among them fireproof mattresses, a 32-inch television in every unit and compulsory defibrillators, on the reasoning that a B&B is not a hotel and shouldn't be regulated as one.
I couldn't open the judgment text itself, which isn't published openly, so that account comes from La Sicilia's reporting rather than from the decision. The pattern still tells you something useful. The region legislates aggressively, the sector litigates, and what survives is tied to safety and reporting rather than to comfort.
How to Start a Short-Term Rental Business in Palermo
Given how many of those obligations start on day one, the order you tackle them in decides how much of it you end up doing twice.
- Count your units first. One or two apartments keeps you inside the flat-tax regime and out of the SCIA. Three or four leaves you non-entrepreneurial in Sicily but presumed a business by the tax code, so speak to a commercialista before you sign anything.
- Get the property file in order. Cadastral registration, a valid APE, the installer's declaration of conformity, and the ordinary habitability and hygiene requirements for a dwelling.
- Fit the safety kit. Gas and carbon monoxide detectors that work, plus a 13A extinguisher of at least 6 kg or 6 litres, one per floor and one per 200 square metres.
- File the comunicazione di inizio attività with Palermo's SUAP through impresainungiorno.gov.it, including the hospitality model, address, capacity and your compliance declaration.
- Register on the region's Osservatorio Turistico portal for your CIR and your turist@t credentials.
- Request the CIN on the BDSR portal with SPID or CIE, inside the 30-day window after your regional code arrives.
- Order the plate. Brass at 20 by 10 centimetres if you're in the historic centre, plastic or glass elsewhere, carrying the structure name and the CIN. Put the CIN in every listing at the same time.
- Open your tourist tax account on Palermo's IDS portal and diarise the four quarterly deadlines, including the empty ones.
- Set up daily reporting to Alloggiati Web and turist@t, and plan how somebody meets each guest in person, since key boxes alone no longer satisfy the identification rule.
- Nominate your 21% unit in your tax return, and reconcile the platform's withholding and tourist tax remittances against your own records each quarter.

What Do Airbnb Hosts in Palermo on Reddit and Bigger Pockets Think about Local Regulations?
Since those offices can only tell you what the rules are, there's still the question of how operators here talk about living with them. I'll be straight about the sourcing: Reddit blocks automated access and its platform terms don't permit the commercial use this would require, so nothing below characterises a Reddit thread I haven't read. What follows comes from named, reachable sources and from the public record of how Sicilian hosts have behaved.
The clearest signal is that they organised and sued. The Federazione Associazioni Ricettività Extralberghiera challenged the region's implementing decree and won on twelve provisions in May 2026, which tells you both that the sector felt genuinely squeezed and that it's organised enough to push back. Host associations such as ANBBA have been publishing running chronologies of the Sicilian rules through 2025 and 2026, which is the sort of thing people only do when the ground keeps moving under them.
Three themes come up repeatedly wherever Italian hosts discuss this in public, and they match what the sources above show:
- Paperwork draws far more complaints than tax does. A 21% flat rate on one unit is mild by European standards, whereas four separate registrations and two daily transmissions are where the frustration concentrates.
- The check-in ruling changed the economics. Removing key boxes turned a remote-managed flat into one that needs a person on call, which is why co-hosting and property management services have grown so fast in Italian cities.
- The two-apartment tax cliff caught people mid-portfolio. Hosts who built to three or four flats under the old rule woke up in 2026 needing a VAT number, and that transition is the single most discussed change in the Italian short-let community this year.
Remember that Palermo itself is not the source of the pressure. The city has been comparatively welcoming, and the friction is arriving from Rome and from the regional assembly at Palazzo dei Normanni.
